1968    Apologies for Absence

Apologies for absence were received from Cllrs Mrs Hyams, Bowden, Bright, Cowx Hammond and Terry.

 

1969    Minutes

The minutes of the meeting held on 25th November 2008 were confirmed and signed as a correct record.

 

1970    Matters Arising

Minute 1961: The Clerk reported that the following e-mail had been received from Rydon Homes re planning application TM/08/02963/FL:- You wrote to Rydon on 2 December, 2008 concerning the planning application that has been submitted by the owner of 88, Carpenters Lane to construct a driveway and park his cars on an area of land within the field that is owned by Rydon. Rydon do indeed own this area of land. We granted a licence to the owner of 88, Carpenters Lane to use a 4m strip of land next to his property for garden uses. We do not consider that such uses would include the construction of a parking area so we are currently considering our position and whether we have any objection to such a use on our land. I will let you know whether we object to this use in due course.

 

1971    New Applications

TM/08/03284/FL           Extension of existing farm store, Victoria Farm, Victoria Road, Hadlow
HPC objected on the following grounds:-
The description of site and surroundings (as supplied) states specifically that 'The building the subject of this application is used for the packing/storage of fruit that is grown on site.' It is the contention of Hadlow Parish Council that the current store is used for the packing and storage of fruit imported and/or grown in other areas of the country and that this has caused the huge amount of heavy lorry traffic which has damaged Victoria Road and causes heavy congestion in Golden Green and Hadlow. This has been the subject of several enforcement orders.

TM/08/03498/FL           Single storey extensions of south wing, formation of first floor link from existing tower to north wing. Infill single storey extension to kitchen and back porch, together with alterations to external windows and doors, The Round house, Dene Park, Shipbourne Road, Tonbridge, Kent. TN11 9NS

1974    Kent Highways

TMBC had written regarding Proposed Prohibition of Waiting – Hadlow. After discussion it was agreed to take the matter to the Parish Council meeting on 12th January 2009.
Jez Massey  telephoned from KCC Highways and stated that:-

·                There were no funds to repair Blackmans Lane until April 2009 and this would probably not be done until summer of 2009. The lane will need to be closed for the repairs.

·                The drain outside the Prince of Wales pub has been patched with tarmac for now. Traffic lights will have to be set up to mend the road with pavers. He did not know when this would be done.

·                Julie Taylor from the HadLow Carbon group had contacted him re bike racks in the High Street and the planting of fruit and nut trees. He would arrange a meeting with HadLow Carbon and the clerk at a later date.

 

The clerk reported that she had received a call from Sonny the Butcher reporting that a bollard had been knocked over in Hadlow High Street and that someone had tripped over the lifted pavement. This had been reported to Highways but they had failed to phone back or give a reference number for the work. The clerk had complained to Highways over the incident.

KCC Highways had sent notification of road closures on the M20.

 

1975    Church Wall/Cemetery

St Mary’s Church Wall:  David Hughes, Chief Executive of TMBC had contacted to state that he did not know when the S106 money would be forthcoming from Persimmon homes. He had ‘heard it suggested’ that the Parish Council had healthy balances and was ‘uncertain as to how serious an issue a delay in receiving sums from Persimmon’ was to the Parish Council. Cllr Terry was drafting a letter of reply. Cllr Clarke asked at what point in the development the money was due to be handed over. James Chattell had e-mailed to state that due to the cold conditions the bricklayers could only work on selected days and they would be making a decision every morning on this.

Cemetery:  It was reported that Meyers had been paid all outstanding sums re the work on the cemetery upgrade. Cllr Bowden had written and stated that he did not feel that the Memorial Gardens should be replanted at the Cemetery as this would require additional maintenance. The Parish Council request for the virement of funds from TMBC, from the Hadlow Old School Hall Annexe project to the cemetery upgrade had been rejected on the grounds that the work on the cemetery had already been started and this was deemed ‘contrary to the spirit of the scheme.’ An email had been received from David Gater re the Faculty for the proposed Memorial Testing stating that the DAC would only consider the Faculty if the ‘two man push/pull method of testing’ was used. It was agreed to contact IMI to see if this was their method of testing and if not, whether this method would be more expensive.

 

1976    Correspondence

Liz Guthrie from TMBC had e-mailed to say that they could not put a TPO on the horse chestnut tree on the corner of Carpenters Lane and Hope Avenue due to the tree having the start of ‘Bleeding Canker’.

HPC noted

Jeremy Burgess had e-mailed to give dates that he could make for a meeting re The Freehold.

HPC agreed to arrange a meeting on Monday 15th December at 8pm.

 

1978    Questions from Members

Cllr Harding enquired about the back of the bus shelter in Hadlow Square which was missing the plastic infill. It was agreed to look into the possibility of filling the back of the shelter in with metal as the plastic infill was subject to vandalism.

Cllr Clarke asked about the signs for Victoria Road. It was agreed to chase these.

Cllr Mrs Massy enquired about the replacement sycamore tree at the corner of Carpenters Lane and Hope Avenue.
